The visitor to the building ascends a stairway that recalls a Jerusalem alleyway with streetlights. On one side of the stairway a wall of unhewn stone resembles ancient Jerusalem walls. Mirrors at the base of this wall create the illusion that the wall’s foundations extend
deep into the earth, symbolically suggesting that the foundations of justice are deeply rooted in the earth. Opposite is a modern white wall suggesting the contrast between old and new.
